Procedures for review of appeals and complaints
  1. The Appeals Consideration Panel (hereinafter – the Appeals Panel) is created for the purpose of ensuring protection of interests, guarantees and respect for the rights of educational organizations.
  2. Educational organizations have the right not to agree with withdrawals of the Expert Commission and/or the decision of the Accreditation Council. In this case, educational organizations have the right to initiate the procedure of appeal.
  3. Consideration of an appeal is not the basis for holding a repeated procedure of institutional and/or specialized accreditation of the educational organization.
  4. The basis for submission of the appeal:
    - procedural violations;
    - data about the fact that experts considered insignificant facts and did not consider important results.
  5. The appeal is submitted in writing, signed by the head of the educational organization.
    The appeal in a verbal form is not considered.
    In the appeal has to contain specification of what expert opinions (or conclusions of the Accreditation Council) incorrectly reflect the state of affairs in the educational organization. Non-compliance with the specified requirements is the basis for return of the appeal without consideration.
    The appeal is sent within 7 calendar days from the date of acquaintance of the educational organization with the accreditation results.
  6. The appeal is considered by the Appeals Panel.
    The Appeals Panel consists of the Chairman and members. The structure of the Appeals Panel is approved by the order of the Executive Director upon the recommendation of the Management Board.
    The Appeals Panel considers the appeal within 30 calendar days from the date of registration.
    The Appeals Panel has the right to request copies of all documents concerning the procedure of accreditation.
    The Appeals Panel observes confidentiality of the data being a trade secret and personal data.
  7. Following the results of appeal, the Appeals Panel has the right to recommend the Accreditation Council to do the following:
    • to confirm the conclusions of the Expert Commission and/or the decision of the Accreditation Council (if no facts indicating existence of any essential procedural violations have been elicited, expert opinions have been recognized as reasonable and proportional, it has been established that the appeal does not contain any materials which could improve conclusions of experts, but were not available to them until the end of writing of the report);
    • to reconsider the conclusions of the Expert Commission, the accreditation decision, if violations raising doubts about validity of the conclusions have been revealed during the procedures, and/or groundlessness and/or disproportion of expert opinions have been confirmed.
  8. The decision of the Appeals Panels is made by a simple majority vote and registered in the protocol.
    The decision is brought to the attention of the educational organization in writing within 14 calendar days after its acceptance.
  9. Repeated appeal is not allowed. Claims following the results of the appeal are not reviewed.
  10. The decision made by the Appeals Panel can be appealed in court according to the current legislation of the Republic of Kazakhstan.

  1. The Commission for Consideration of Complaints (hereinafter - the Commission) is created for the purpose of ensuring protection of interests, guarantees and respect for the rights of educational organizations.
  2. Any decisions, behavior, actions and inaction of employees and external experts which have entailed violation of the rights and obligations of educational organizations, are the basis for submission of a complaint.
  3. A complaint is filed in writing, with indication of the name of the educational organization, its location, the exact postal address, reference number and date, subject of the complaint and specifically formulated requirements on it, signed by the head of the educational organization. Non-compliance with the specified requirements is the basis for return of the complaint without consideration.
  4. Complaints in verbal form and with indication of incorrect information are not considered.
  5. A complaint can be filed only during institutional and/or specialized accreditation of the educational organization.
  6. The Commission can consider a complaint after carrying out external audit.
  7. Consideration of a complaint is not the basis for holding a repeated procedure of institutional and/or specialized accreditation of the educational organization.
  8. The Commission observes confidentiality of the data being a trade secret and personal data.
  9. The Commission has the right to request copies of all documents concerning the procedure of accreditation.
  10. The decision on the complaint is made by the Commission within 30 calendar days from the moment of its registration.
  11. The Commission consists of the Chairman and members. The structure of the Commission is approved by the order of the Executive Director upon the recommendation of the Management Board for a period of 2 years.
  12. The decision on the complaint is made by the Commission by a simple majority vote and is registered in the protocol.
  13. The decision of the Commission is sent to the educational organization within 7 calendar days after its adoption.
  14. Decisions of the Commission and the Executive Director can be appealed in court according to the current legislation of the Republic of Kazakhstan.
